The action starts in the year 2050 when this institute conceives a scientific research proposal entitled 'Moon Colonization' in cooperation with the Atlantic Space Agency (ASA) and the Atlantic Military Treaty Organization (AMTO). This proposal is approved for financing by the Global Scientific Foundation located in Washington. This project draws the attention of the National Defense Agency located in Shanghai. The novel is dealing with a bipolar political system where there are two giant federations on Earth: one is the Atlantic Federation, and the other is the Pacific Union.
