Rengasami Clement Ilango was born on 14 February 1945 in Palayamkottai , Tamilnadu , India . He studied English Language and Literature in Loyola College and Madras Christian College . He was a Visiting Fellow in Oxford University , UK . He holds a PhD in International Trade and Third World Countries . He was a member of the prestigious Indian Administrative Service ( IAS ) . He is a recipient of the National Citizen’s Award from the President of India . His first novel ‘Happiness is a Butterfly ‘ was published in 2007 . He lives in Melbourne, Australia .
