Cecily Neil is a sociologist and senior principal research scientist at the Australian Commonwealth Scientific and Industrial Research Orgranization. Markku Tykkylainen is a geographer and senior fellow in the Academy of Finland, conducting research at the University of Joensuu. This research was associated with the research programme of the United Nations University's World Institute of Development Economice Research (WIDER) in Helksinki.
