The critical review of the strengths and weaknesses of the existing GAD frameworks has led to offer a new contextualised GAD framework for conducting a gender analysis of the policies and practices of development agencies, including that of the water sector. The comparative review of the water policies and practices observed over the last 20 years has provided an opportunity to offer policy implications, along with a detailed chart showing the areas that need to be gender sensitive, for consideration by all stakeholders- donors, national governments, planners and policymakers, development practitioners, researchers, scholars and academics, trainers, teachers and students- at all levels- international to local- to make the water/development sector more gender informed for achieving greater gender equality and women’s empowerment and sustaining the benefits arising out of it. Shibesh Chandra Regmi has been engaged in the development sector for more than 35 years. His higher studies include Master’s degree in business administration from Tribhuwan University, Nepal, Master’s degree in rural sociology from Ateneo de Manila University, Philippines, and Ph.D. in gender and development from University of Southampton, UK. There are many publications- research reports and articles published in national and international journals- to his credit. He has led various national and international organisations in Nepal and outside. His areas of specialisation include social science research, participatory methodologies, training, gender and development, management, strategic planning and organisational development. A significant amount of his works is also around rights based approach, policy advocacy, social movements, networking and media mobilisation. He has led a number of national level networks such as Association of INGOs in Nepal and Nepal Participatory Action Network. He is also well connected with several philanthropic and voluntary organisations in Nepal.
