This paper examines the implementation of Liberia's decentralization policy in rehabilitation programs, using the Center for Rehabilitation and Reintegration (CFRR) in Paynesville as a case study from 2022 to 2024. It explores the challenges affecting decentralization, its influence on rehabilitation and service delivery, and strategies for improving policy implementation. Using a qualitative case study approach, the research gathered data through semi-structured interviews with staff and beneficiaries and analyzed the findings thematically. The study found that inadequate funding, shortages of trained personnel, centralized decision-making, limited resources, and weak reintegration support negatively affect rehabilitation services. However, counseling, vocational training, emotional support, and institutional coordination contribute positively to rehabilitation outcomes. The thesis concludes that effective decentralization requires increased funding, greater institutional autonomy, improved staffing, and stronger collaboration among government agencies, rehabilitation institutions, families, and communities. It provides practical recommendations for strengthening rehabilitation.
