Applications for multi-annual "talent passport" residence permits, which cover categories such as researchers, artists and economic investors, are submitted to the French diplomatic or consular authority and, once approved, are issued by the Prefect of the département of residence or the Prefect of Police in Paris. The validity of the card is linked to the duration of the work contract or host agreement, up to a maximum of four years, adjusted according to the specific needs of the business or project. Cardholders who permanently cease their professional activity must inform the prefecture, and benefit from protection against the withdrawal of their card in the event of involuntary job loss, thus ensuring a certain security of residence in France.
