The book analyzes the evolution of performance measurement and evaluation in public administration (PA), proposing the Balanced Scorecard (BSC) as a strategic tool for building effective monitoring and improvement systems. After a historical-normative framework, including the Brunetta and Madia reforms, the author examines performance measurement models, highlighting how the BSC allows for the integration of strategic objectives, resources and results in a multidimensional perspective. The potential adaptation of BSC-originally developed in the private sector-to the public context, with a focus on universities, is then explored. The application of the BSC as an SMVP allows for a more comprehensive evaluation that transcends bureaucratic logic and promotes accountability, transparency and continuous improvement. The paper concludes by emphasizing the benefits of an integrated strategic approach to increasing PA efficiency and effectiveness.
