The project aims to build a climate-friendly and resource-efficient economic system planning at Woreda. The baseline survey report compiled basic information required for IGEIP at Welmera Woreda level, which is one of the pilot centres in Ethiopia. The report was organized into five chapters (PART I-V). The first chapter covers introduction, background information, objectives and methodologies, chapter two covers Woreda's socio-economic profile including the institutional arrangement and planning process. The third chapter covered Woreda's natural capital while the fourth chapter focused on detailed analysis of the four priority sectors identified during the survey. The last chapter gives conclusion and recommendations on options and opportunities as well as way the forward for piloting GE transition in Welmera Woreda.
