Some of the consequences of planlessness or poor planning in the Nigerian Universities include inadequate infrastructure, haphazard physical development, unsightly environment, overcrowded classrooms, halls of residences and offices, abandoned projects, inadequate number and quality of academic staff, poor quality programmes, inadequate library facilities and poor recreational provision. Thus, the prevailing poor planning and management have contributed to the innumerable crises in the University system over the past decades. Planning is not a set of complex techniques, a panacea, or an end in itself. It is the making of decisions, wherever possible, in a structured sequence and on the basis of all available information and relevant data. It is the continuous and collective exercise of foresight in the integrated process of taking informed decisions affecting the future. It signifies anticipation of some desired future state of affairs in the form of a vision whose attainment guides, motivates and directs present actions.
