The Mediterranean countries have a remarkable heterogeneity in terms of quantities and qualities of their Official Development Assistance (ODA). They are also rather diverse in state weakness. All neighbours of the North African Mediterranean countries are failed states. What is the structure and effectiveness of ODA flows to these countries? The book shows some ideas to orient the on-going European division of labour of aid's allocation and shows the voice and accountability as the main challenge in governance issues of the region.
