How macro-policies and institutions of welfare reform appear at the lower levels of the social policy system and, conversely, how civic or local initiatives affect reforms at the upper levels are addressed, with special emphasis on health care, pension systems, and unemployment. The contributors provide original examinations of these areas, supplemented by discussion of the virtues of the privatization of the pension system and ways to combat unemployment.
