The lack of early integration with the planning anddecision-making process has been a major problem inenvironmental assessment. Traditional project-basedenvironmental impact assessment has inadequateincentives and capacities to incorporate criticalenvironmental impacts at a broader temporal orspatial scale. The objective of this study is toexamine the ability of local land use plans tointegrate and implement the key StrategicEnvironmental Assessment (SEA) principles. This bookfocuses on increasing the understanding of how andwhere to integrate the SEA into the local land useplanning.This study develops a protocol with measurableindicators to evaluate the strengths and weaknessesof integrating strategic environmental assessmentinto local comprehensive land use plans. Thefindings of this book extend established planningtheories and SEA practice by incorporating strategicenvironmental considerations into the existingframework of what constitutes a high quality localland use plan and suggest ways to improve localenvironmental plan quality.
