Motivating civil servants is a key issue in the delivery of public services. Issues suchas efficiency, performance, anti-corruption and quality of public services are highlydependent on the motivation of employees in public services. How to motivate themin order to better fulfill the objectives of public agencies? This research is originalby proposing, thanks to a structural equation modelling, a global work motivationalmodel allowing the disentanglement of intrinsic and extrinsic work motivations andtheir inner interactions. She shows how and when these types of motivation impactpositively or negatively various work related outcomes, such as prosocial behavior,anti-corruption behavior, job satisfaction, altruistic behavior at work which aresources of efficiency and ethics in government activities.

Nicoleta Acatrinei is an economist who started her career in banking, and later, she joined the academic world by working on different research projects, mainly on moral decision making, ethical behavior, values and society. She received her Ph.D. in Public Administration in 2014 from the Swiss Graduate School of Public Administration (IDHEAP), Switzerland. She founded in 2015 Swiss Expertise Management (http://swissexpertisemanagement.ch), offering consultancy, audits and several types of expertise for public and private organizations. She is now a visiting fellow as research associate at Princeton University, U.S.A.
