This book 'JI SIR' is an attempt to unravel the mystery surrounding the powerful and scheming ‘world’ of the senior bureaucrats serving in various States. I found this ‘world’ entertaining, at times side-splitting, and never somber, solemn or formal in nature. This book is an attempt to allow readers to peek behind the curtain of power. As the general reader is largely unfamiliar with the masked world of senior ‘policy planners’, ‘pen-pushers’, or the ‘secretariat guys’, where all major decisions are taken, I have deliberately chosen to present it to the outside world in my style of writing, or the lack of it. An IAS or IPS officer suddenly finds him or herself in charge of, and held responsible for an instrument of purported power and control that eternally squirms and wriggles to escape the grasp. In this book, Vijay Senapati, a senior IAS officer was excluded from entering the priggish portal of the chosen elite or the precincts of the powerful ‘world of seniors’. Son of a politician, he was denied entry into the exclusive portal of policy making till he found sanctuary in the manipulating grip of the Chief Minister. An intimate, inside look at the state of civil service, lays bare the activities of the ‘modern mandarins behind bolted portals’. The book takes us on an interesting ride, describing how they crawl up the ‘grease pole of success, manipulating masters, friends, in-laws and outlaws with equal felicity’The book contains various anecdotes throwing light on newer methods of political maneuverings and administrative trickery. Even marriages of IAS and IPS probationers and young officers are at times not ‘fixed in heaven’ but by present gains and promises in future.I started this book in 2011 and every year newer developments and incidents crowded my memory. I came across several outstanding officers who stood out as ‘rebels’ and fell out of political favor. The constant influx of new information compelled me to revise my fictional manuscript and to incorporate newer ingenious ways devised by bureaucrats to appease their political masters.I would like to unambiguously state that being a proud member of the Indian Administrative Service I have still held on to my smugness. During my thirty-seven years of career till present, I have come across the best in both- politicians and officers. If I enjoy the luxury of counting them, the good ones will far outnumber the bad ones. Even today we have outstanding officers in IAS and IPS known for their integrity and efficiency, and so are the politicians known for their principled approach and uprightness. But the number is dwindling, not going up. This imaginary tale, by no means, is intended to be an exercise in pointing fingers at others but to entertain readers though familiarization with the ‘world’ of senior officers in the States.Lastly, but most importantly, I would underline that this book is a product of my fertile imagination borne out of experience of working as an IAS officer. All the characters and incidents in the book are fictional.
