Devin, Lord Lyon has been pushed into rebellion, so he does some pushing of his own. While he's shaking down the local banking aristocracy he sends Dirk and company to investigate a courier boat junction and gather some intel. When the local planetary governor uncovers their plot, he counters with a plot of his own. Just carry a few packages off-world, and he'll give them what they want-- just ignore the shooting going on, that's a local problem. But when rebels attack, violence flashes and the governor disappears, Dirk still has to get Devin the info he needs.
