Rules of Order Rules or Rules of Parliamentary Procedure are intended to help a group have orderly meetings while also allowing members to participate in discussion and decision making. Rules of Order are not meant to be used as a weapon by a learned class against the layperson.
Perry’s Simplified Rules of Order (PRO) are designed to be easy to understand and use, while eliminating the ability to use the rules to obstruct a meeting.
As with all rules of order, PRO is to be used when a body’s Bylaws or Constitution are silent.
