Surveillance capability and boots on the ground are often tightly bound to Canada s credibility in defending its sovereignty. P. Whitney Lackenbauer is an associate professor and chair of the Department of History at St. Jeromeâs University (University of Waterloo). He is a fellow with the Canadian Defence & Foreign Affairs Institute, the Arctic Institute of North America, and the Laurier Centre for Military and Strategic Disarmament Studies. He is the (co-)author or editor of twelve books.
Peter Kikkert recently completed his M.A. at the University of Waterloo and is a Ph.D. student in history at the University of Western Ontario.
