(wiki) // In Rights to Civil Society, Rosmini examines the nature of civil society and its role in modifying the exercise of rights possessed by its members. Civil society exists not to create rights for its citizens, nor to deprive them of their rights, but to enable the maximum exercise of the rights of all. The purpose of civil society is simply to regulate, for the benefit of all, the form in which rights are exercised. Civil society, including the State as we know it today, has reached the zenith of its possibilities when it succeeds in encouraging the greatest possible activity of the rights of its citizens. The rights proper to human beings as such, as well as rights pertaining to persons who form part of the society of the Church or live in families (domestic society) are thus theoretically safeguarded against civil society which, in making these attacks, destroys its own credibility. Rosmini also examines practical matters which determine the progress made by civil society. His views on taxation, penal law, freedom of the press and public opinion, as well as his outlook on the perfection of civil society as a reflection of universal brotherhood, are more relevant today than in his own time. Above all, his insistence on the importance of the human spirit as the prevalent force in civil society reminds us that 'man does not live on bread alone'. Rosmini prophetically gives the lie to all those who attempt to confine human satisfaction to economic well-being, or want to subject justice to pragmatic considerations. Government which relies on such an attitude inflicts mortal blows on the very society it rules.
