Article 19 is an independent and impartial human rights organization established in 1986 to promote freedom of expression and to combat censorship worldwide. Taking its name and mandate from the nineteenth article of the Universal Declaration of Human Rights, the organization promotes freedom of opinion and expression as universal human rights guaranteed by international law and fosters and defends these rights across national, cultural, religious, racial, ideological and language boundaries. Article 19 is developing networks which will help to raise national and international awareness of attacks on freedom of expression and their consequences and ensure effective monitoring and action on behalf of the many victims of censorship: individuals who are physically attacked, threatened by violence, unjustly imprisoned, banned or restricted in their movements or dismissed from their jobs; publications which are censored or banned, media outlets closed, suspended from operation or threatened with closure; organizations which are denied a democratic voice. This Article 19 World Report for 1991 is a comprehensive survey of the censorhsip currently existing in 77 countries around the world. Each country report is a concise, factual account of the laws which restrict freedom of expression, the different mechanisms of censorship which exist and their effects. Particular emphasis has been given to highlighting censorship with individual cases, including those people who continue to be illegally detained and/or maltreated for having peacfully expressed their beliefs. The themes and issues sections is both a reference resource, listing the international treaties which protect freedom of expression and a detailed cross-referenced discussion on the depth and pervasiveness of censorship. It emphasizes new areas where denial of freedom of expression and the right to information will directly affect the lives of individuals. The underlying theme of this book is that freedom of expression is the cornerstone of democracy and without it, other essential human rights, including the right to life, are threatened.
