Immediately after Noon is sworn in as governor, the PTB begins a campaign to discredit him. Shortly afterward, Noon is ordered to appear before Congress to answer questions about the 56,000 deaths from the pre-election riots, the wholesale executions of drug-smugglers, his elimination of federal gun registry laws and his failure to order the arrest anyone involved with the Scarecrow paramilitary group. As they await his decision Congress and the president call up 50,000 federal troops for a possible invasion of New York City to take Noon by force should he refuse to comply.
