Set in a fictional California, Savage Children follows a book-smart orphan who first learns to survive endless sets of foster parents. Bianca is bounced back and forth in the system. She struggles to find a home and her nature tends to land her in trouble. After burning down her foster home as revenge against her foster-brother’s bullying she lands up on the street. Darnel, on the other hand, is strong and courageous, he leaves home when his aunt tells him she is sick of him. They meet on the street and find the pipe kids, a group of children living in a water pipe that feeds into a creek in Colma, California. For a while their existence is idyllic, but with no school and no rules they slowly regress into savage children. A strange Thin Man, who drives a Mercedes, begins to visit the pipe kids, and he tries to get them to go to his Tea Party. Rumors abound that he is a deranged lunatic, or a pervert, or psychotic killer. Bianca is afraid of him at first, and stays away thanks to her new friend Elly’s advice. Elly always knows what to do, she’s like everyone’s mother. The pipe kids have to deal with the Reds, a gang that wants them to pay rent for living in their territory. The kids have no choice but to agree, and beg and steal money to pay the rent. When they are unable to pay the escalating demands, Bianca goes with the Thin Man to his party to earn money, but when she returns has no recollection of what happened. She is plagued by nightmares and has trouble figuring out what is real and what is memory. Bianca asks the Reds to get her a gun.
