For the past five years, an extraordinary amount of world-wide interest has focused on U.S. interrogation activities. However, the United States has made little systematic effort to develop a knowledge base that could underlie effective interrogation policies, practices, and procedures for the future. This book explores non-coercive intelligence interviewing and the arguments to the moral, social, and possible military costs of coercive interrogations, as well as the debates about the possible utilitarian value and limitations of coercive interrogations.
