In an alternate dimension of Earth, the Lunar mission to spread peace on Earth after humans began to war with magical creatures has nearly been completed after 17,000 years. Just as she was thinking her task would be simple, Zaffaire, the final remaining dragon, is prevented from finishing by a binding spell. Zaffaire must juggle being a seamstress and caretaker for two different families and her responsibilities as a revolutionary. She must stay in her humanoid form to avoid further persecution from the anti-magic woodsmen that police the town. While she is living on woodsmen grounds, she is far from the only supernatural being there. She winds up caring for six children who all possess different supernatural identities. The Seamstress must launch underground political movements while planning parties for the tightly-knit sixteen-year-olds. She is left hoping that her efforts will be enough to win her freedom from servitude in the small town of Erth and from the mission that brought her to the planet in the first place.
