Jay is in his fifth year as an elementary school educator with Montgomery County Public Schools. Jay also maintains a career as an Associate Broker with Frederick Land & Home. He is member of the Shepherd University Board of Governors. Jay was the quarterback for Shepherd '91 - '94 and started for three of his four years. Formerly an elected member of the Frederick County Board of Education '18 - '22 and served as VP and president while on the BoE. Past non-profit board work includes Habitat for Humanity, Boys and Girl Club, Student Homelessness Initiative Partnership (SHIP) and Eliminating Achievement Gap. Jay holds a Master of Arts in Teaching degree and is certified in elementary (1-6) and middle school math (4-9). Jay is a doctoral candidate in the Hood College Doctor of Organizational Leadership program. He will complete his coursework in August 2026 and is expected to defend his dissertation in Fall 2026. In his spare time, he enjoys spending time with his family, coaching his sons' flag football teams, reading, and playing golf.
