The same people who developed the Association's main manual for setting water rates offer a manual for smaller systems that may not have (or need) access to all the data that larger systems use, and conversely may need information about customers that larger systems do not need. They define a small system not in absolute numbers, as systems with such factors as a lack of or limited customer or demand data, a system that predominately serves only a single class of customers (such as residential accounts), limited system peak-day and peak-hour data, and limited or nonexistent fixed-asses data.
