In 1990, when he was named to head the newly formed Defense Contract Management Command (DCMC), he would put those skills to the test.
In Henry's three years as Commander of the DCMC, it became a model of government efficiency. Among the Command's accomplishments: reduced or avoided $525 million in the cost of contract administration; reduced the number of people required for contract administration by 2,155; closed five intermediate headquarters and found jobs for virtually all displaced workers; and created a functioning overseas operation and transferred a large portion of overseas contract administration to this operation.
