An Chen begins with the political reform launched in 1978 to discuss what he sees as China's slow march toward democracy. He argues that China, because of its large population and economy, and its long-standing political culture and strong political tradition, will not democratize all at once and will not be brought to democracy through external means, but will rather gradually move toward democracy.
