Aside from the grant of this power, it would seem that Congress would have had the power to control the mails between the states at least, as incidental to the regulation of commerce. In Pensacola Tele graph Co. V. Union Teleg aph Cc., supra, it was held that the trans mission of telegraphic messages was not only an Operation under the power to establish post roads but was commerce and as such, when inter~ state, subject to congressional regulation.
