The strength of the matrix is that using innovative strategies can enrich any of the traditional approaches to economic development. For example, industrial recruitment often can be more effective if it results from community Visioning or is tied to existing business clusters. Likewise, the existing industry base often can be strengthened by de ploying the assets of postsecondary education institutions in a regional context, relying on existing or emerging clusters. Also, business development strategies can be more effective if tied to technology or to explicit entrepreneur ship programs.
