The policy of England has hitherto been to regard the Extradition of criminals as a subject for Treaties with Foreign Powers, to be concluded on some basis of reciprocity. These pages are written to show the disadvantages attending this policy, and to suggest that extradition should be withdrawn from the province of Treaties, and be dealt with by us as a matter of domestic legislation.
