Jurisdiction prescribe, there shall be six from each ward. The said court shall have jurisdiction, and'the mayor of the city, and the members of the court, shall each have the powers of a justice of the peace, not only Within the corporate limits of said city, but also for the space of one mile without and around said city, for matters arising within the range of said juris diction, according to the'laws of this commonwealth.
