Next came the development of the idea, originally sug gested by Mr. Menken, of bringing the great universities and colleges of this country to an interest in the work of the League. Mr. Menken's idea had been that ultimately we might hope to have four salaried representatives - one in the East, one in the South, one in the Middle West, and one in the far West, who would devote their entire time to speaking upon the question of American patriotism and kindred subjects.
