Excerpt from First Annual Report of the Edmonton Public Library and Strathcona Public Library, 1913: With Historical Sketches

Any person who wilfully commits a breach of any by-law or regulation referred to in the next preceding section shall for each offence on summary conviction thereof before a justice of the peace or police magistrate forfeit and pay for library purposes to the municipality within which the offence was committed a sum not exceeding $10 together with the costs of conviction as the said justice or police magistrate may think fit.

Nothing herein contained shall preclude the recovery of the value of articles or things damaged, not returned or destroyed as the amount of damages sustained from parties liable for the same.
