Road-side trees. - Immediately after its organization it was sug gested to the State Highway Commission that provisions be made for shade trees along the State highways. It is unfortunate that outside municipalities, practically no thought has been given to the maintenance of tree shade along country roads. Manifestly, nothing will contribute more to the attractiveness of the State highways, or to the pleasure and comfort of their users, than well kept shade. This Department has expressed its readiness to cox operate to the end that this principle may be carried out on the highways to be constructed by the State and it hopes that other classes of roads will be similarly provided. It is, of course, abso lutely essential that maintenance be included in the program. To plant a tree and leave it in an exposed condition without care is worse than useless.
