The outlook for free schools was never so hopeful. The apathy and opposition encountered in the early part of my administration have ceased. To be formidable; and everywhere the people are eager for light and guidance. Every exposition of popular education is welcomed with demonstrations of pleasure, and the unprecedented enthusiasm that was at first pronounced fictitious by evil prophets, has steadily increased and borne its legitimate fruit. It may be safely said that the system is beyond the point of doubtful experiment, and that it only remains for time and wise management to mature it, and make it as efficient as the well-rounded systems of older States.[6] It is a matter of regret that the statistical information is so meager. The tabular statements make a very inadequate showing of what has been accomplished. Many Directors seem to have no conception of the value of statistics. Judging from their negligence in this respect, they think there is no sufficient reason for publishing their educational advantages and progress. They are careful to report their school population, that their respective counties may receive their full distributive shares of the State school fund but they are careless in reporting reve nues raised for the support of schools, the number of pupils taught, and the number of school-houses built. Reports of Directors underlie the reports of County Examiners, and, of course, incompleteness in the former necessitates incomplete ness in the latter.
