Disasters are occurring with increasing regularity across the globe. The repercussions of a disaster are often severe. Disaster management efforts steered by governments have often found to be inadequate - more so in a country like India that has a massive population that are susceptible to the risks posed by unexpected disasters. India has been witness to tsunami, floods, cyclones, earthquakes in the last few years. It is clear that the Government alone cannot manage disasters. The Government needs the support of all stake-holders. Community involvement is crucial in disaster-preparedness. Though insurance is one form of a risk mitigating mechanism, alternative risk transfer mechanisms are also important. The book stresses on the fact that public-private participation models are inevitable for disaster management in India and alternative risk transfer mechanisms will help build resilience of communities in the aftermath of a disaster. Disaster planning is an integral aspect of disaster management and this needs greater focus. In India, the efforts are always skewed towards a reactive mode instead of a proactive mode. This mindset needs a change.
