In a dystopian, near-future Britain, where international wars fought for oil supplies have led to a society divided into a series of sub-strata each hostile to the others; a small, disparate collection of individuals attempts to lay the foundation of a social order which will allow a return to a pre-war peaceful co-existence. This band of rebels face opposition to their mission from all sides - a giant telecommunications company which controls all the media; a gang of ruthless paramilitary thugs with hi-tech weapons and anonymous body armour which seems to remove any feelings of guilt they would otherwise have; and a general population made up of fanatic religious sects worshiping various new gods, including the internal combustion engine - the Great Ice, which they see as representative of a golden age now passed. Perhaps most sinister and dangerous of all is a group of scientists and intellectuals, who have taken themselves away from society completely and are attempting to recreate a new order through genetic manipulation.
