Couper's police career began in Edina, Minn., from there he joined the Minneapolis Police Department. He was one of this era's "college cops." After he received his degree he was chosen to head up the Burnsville, Minn. Public Safety Department. It was there that Couper first put his ideas about policing a democracy into action. Four years later he answered the call to come to Madison where he led the police department for over twenty years. During this time, the department successfully handled hundreds of public protests without incident, implemented a collaborative leadership style, brought women and minorities into the department, and was considered a model for American policing. Since his retirement he has been concerned about the militarization of our nation's police and their slow progress which has arrested their development. This is his third book on policing.
