This book offers a new framework. First, it enables analysts to identify impediments. Second, it asks them to note systemic pathologies and to find links among impediments. Third, it points to whether a pathology spans multiple levels of hierarchy. Fourth, it argues the need to treat both systemic pathologies and individual impediments via measures aimed at the right target at the appropriate level. Serious shortcomings-with particular focus on analytic failures-stem from dysfunctional behaviors and practices within the individual agencies and are not likely to be remedied either by structural changes in the organization of the community or by increased authorities for centralized managers.
