IT is impossible, Sir, that I can remain silent after the appeal which has been made to me in so pointed a manner by my honourable friend, the Member for Shef field.1 And even if that appeal had not been made to me, I should have been very desirous to have an op portunity of explaining the grounds on which I shall vote for the second reading of this bill.

On the twenty-ninth Of April, 1846, Mr. Fielden, Member for Oldham, moved the second reading Of a Bill for limiting the labour of young persons in factories to ten hours a day. The debate was adjourned, and was repeatedly resumed at long in tervals. At length on the twenty-second of May the Bill was rejected by 203 votes to 193. On that day the following Speech was made.
