Now what is there which can justify the Secretary of State, as far at least as the question of inexpediency or of danger is involved, in pursuing such a line of policy with respect to the crown colonies, which would not equally justify its adoption in the case of the colonies having local' ~assemblies The only difference would be that the support which he dz; rives in the one case from an order in council, he must derive in the other from an act of parliament.
