This book presents the findings of a parliamentary committee tasked with evaluating the effectiveness of the Contagious Diseases Acts of 1866-1869. The aim of these Acts was to reduce venereal disease in the military through the periodical medical examination of women living near military establishments. The author, a physician and member of the committee, investigated the hygienic efficacy of the Acts and concluded that they had failed in their stated aim. The author claims that the Acts encouraged sexual indulgence, which led to increased incidence of disease rather than a mitigation.
