Pared wrth the evrdence, a measure called for by Judrcral proprrety and necessary to a Just and enlrghtened conclusron In thrs state of the publrc Oprnron, as manrfested by the concurrent vorce of the entrre press, that spoke at all, the record was placed In the hands of the Presrdent Un less he had before been unofficrally adrrsed of 1t, he must, when he read the sentence, have been struck wrth the same surprrse, wrth whrch rts after announcement struck the publrc ear Of all the men In the country, he must hare evperrenced not only astonrshment, but concern In May, 1861, he had commrssroned Porter a Colonel ln the regular army, In August of the same year, a Brrgadrer General of Volunteers, and In July, '62, and for drstrngurshed servrces 1n the Penrnsular Campargn, a Brevet Brrgadrer General In the regular army, and a Mayor General of Volun teers Honors due to hrm, ln the vrew of the Presrdent, for amongst others, the servrces rendered to hrs country rn the battle of Marvern, a battle whrch, 1a the words of hrs Chref, mcclellan, In a letter to the Presrdent wrrtten Just after wards, and near the battle ground, and speak Ing, as he sard, not from hearsay, but from personal observatron, that had eclrpsed, 1n rts result any other engagement 1n the campargn, and that too much credrt could not be grven to General Porter, for hrs skrll and gallantry on the occasron.
