The world has watched, in my opinion, while we have returned to a barbaric confrontation between populations, amon ethnic groups and nationalities. And the promise of the new wor d order, in my opinion, is going to be lost if we do not come to grips with the creation of a collective security system which does not allow the carnage that we see occurring in Yugoslavia, to occur within the international community. I frankly think the former Administra tion was far too reticent at a time when it would have been, per haps, more effective to act.
