This being the day designated in the proclamation of the President oi the United States for a special meeting of both Houses of Congress, the Senate assembled in the Senate Chamber at the Capitol, at the usual hour of 12 o'clock.

Hon. Richard M. Johnson, Vice President of the United States, called the Senate to order at 12 o'clock, when forty -two Senators appeared in their seats.
