The statement is tentative and is submitted to the Library staff for purposes of discussion and criticism. The Committee will wel come an expression of views and suggestions for improving the statement.

For the information of the Library staff, there is also attached hereto a statement presenting the views of the Committee regarding the status of the professional members of the Library staff with respect to the Civil Service. As you probably know, the recent amendment to the State Civil Service Act permits exemption from the provisions of the Act in the case of professional positions. The purpose of the attached state~ ment is to define the term professional and to present reasons for removing the professional staff from the control of the civil service. Comments on this statement are also invited.
