The government ought to be involved in correcting labor market imbalances, gave way to a more skeptical attitude. The skepticism emerged from both sides of the political spectrum; conservatives questioning whether the government should be involved and liberals questioning the type of involvement, as program dollars alternately tightened and expanded under several administrations. Often, and increasingly so, foundations for settlements of the disagreements over whether and how much, were expected to emerge from an increasingly sophisticated research establishment. The research was to be utilized by the policy makers to alter, discontinue or extend then current programs.
