On January 16, 1922, President Harding forwarded to Con gress the Report and Recommendations of the International Joint Commission, endorsing the proposal that the United States and Canada enter into a treaty to arrange for improving the St. Law rence River between Lake Ontario and Montreal for navigation and power. The issuing of this report concluded one important stage in the effort of a mid-continent to reach out to the sea.
