This case of Arbitration was followed by war; but the war was succeeded by 81 Permanent Arbitration Treaty, which is the first of the kind recorded between independent nations. Article 21 of the Treaty of Guadaloupe Hidalgo contained an Agreement to arbitrate future difficulties between the two countries, and to this general Obligation, says Prof. Moore, all subsequent arbitral arrange ments between the two countries may, in a measure, be referable.
