Sole Section - The plan for extending the scope of the reforms for the Island of Cuba which were embodied in the law of March 15, 1895, and which plan shall in due time apply as well to the reforms already put in force in Porto Rico, shall be submitted to the full Council of State, for its prompt consideration and report, in accordance with the provisions of Section 45, paragraph 13, of the organic law of that Supreme National Advisory Body.
